“Buakaew Roundtable International 2014: 
Sufficiency Economy and Universal Health Care Coverage” 
13 – 22 August 2014
 
           Thailand International Development Cooperation Agency (TICA), Ministry of Foreign Affairs, organized a study visit so-called “Buakaew Roundtable International 2014” under the theme “Sufficiency Economy and Universal Health Care Coverage” between 13 – 22 August 2014 in Bangkok and the attended participants came from Latin America and Asia, namely Cambodia, Chile, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Lao PDR, Mexico, Myanmar, Panama, Paraguay and Peru. 
           The study visit aimed to introduce “Sufficiency Economy” Philosophy (SEP) of His Majesty the King and Thailand’s Universal Health Coverage (UHC) or 30 Baht (approximately one US Dollar) health insurance scheme, and to share Thailand’s experience and proper practices in development path which can be useful and applicable to other developing countries. It also serves as a special programme in collaboration with the 15th Senior Official Meeting of the Forum for East Asia - Latin America Cooperation (FEALAC) hosted by Thailand in order to strengthen technical and development cooperation between Thailand and its partners from FEALAC member countries.
           During the program, participants not only learned of Global movements and current situation towards UHC, and Thailand UHC reform, but also learned of Thailand’s UHC model and best practices by visiting various hospitals in Samut Sakhon Province, namely Samut Sakhon Hospital, Banphaeo Hospital, Mahachai Hospital and Queen Sirikit Health Center. They experienced how different kind of hospitals varied from government, autonomous and private hospitals to provincial, district and sub-district hospitals have successfully applied and practiced the UHC principle under the 30 Baht health insurance scheme in terms of Thai health delivery system, hospital and human resource management, and how well UHC scheme has been put into practice to serve Thailand’s communities and its people.
          In the meantime, participants had an opportunity to learn of philosophy/principle of sufficiency economy, which has guided the National Economic and Social Development Plan of Thailand since 1997 and help Thailand gradually recovered from economy crisis since then. They also visited the Khao Hin Sorn Royal Development Study Centre in Chachoengsao province. Here they experienced how the centre works on promotion of agricultural knowledge on the planning of crop cultivation and animal husbandry in an attempt to increase production and improve the well-being of people and farmers in the surrounding areas. They also had a chance to visit model farmers who have successfully applied SEP to increase their income and quality of lives.
