On 8 September 2016, Mr. Paisan Rupanichkij, Deputy Director-General of Thailand International Cooperation Agency (TICA), chaired an opening ceremony as “A workshop on project planning preparation of capacity building and skills development for labours in Cambodia, Laos and Myanmar” of 3-year periods (2017-2019) in line with Thailand government policy and focus on the result based management for labor skill development in Thailand and neighboring countries. A workshop was participated by relevant agencies and TICA officials at the Palazzo hotel, Bangkok.
 
A workshop aims to create an initiate objective in order to protect and security solution resolving along the border, including economic cooperation development through the transport routes development to link with the countries in the Mekong sub-region as well as the establishment of special economic zones along the neighboring countries border to enhance the capacity building of entrepreneurs competition in both of domestic and aboard areas. This project highlights a signification in labours skill development to response an increasing of skilled workers needed from Thai entrepreneurs by organizing a training programme for neighboring countries labours in their workplace since 2014 to present.
 
In addition to an implementation in the year of 2016, TICA organized the last of June meeting with relevant agencies namely the Department of Skill Development and Department of Foreign Trade to provide in 3-year periods the future project framework in which covered a labours skill capacity building to achieve sustainable goals along the neighboring countries border.
