On 7 August 2025, Mr. Chulvat Narinthrangura, Director-General of Thailand International Cooperation Agency (TICA), presided over and formally handed over the Learning Center for Sustainable Development in Agriculture based on the Application of Sufficiency Economy Philosophy at the Integrated Vocational Education and Technical School, Bokeo Province, Lao PDR., The ceremony was co-chaired by Mr. Khampaya Phompanya, Deputy Governor of Bokeo Province.

The afore–mentioned handover and opening ceremony was honoured by the presence of distinguished guests from the Lao side, including H.E. Mrs. Fongsamud Anlavan, Deputy Minister of Foreign Affairs; H.E. Mr. Samlan Phanthavong, Deputy Minister of Education and Sports; and H.E. Mr. Khampan Anlavan, Lao Ambassador to Thailand while the Thai side comprised of H.E. Ms. Morakot Sriswasdi, Ambassador of Thailand to the Lao PDR.

On this occasion, the Director-General of TICA visited the showcasing product booths, which are project’s outcomes and planting trees to symbolize the official opening of the learning center for sustainable development in agriculture based on the application of sufficiency economy philosophy.

Subsequently, the Director-General of TICA chaired the Project Steering Committee (PSC) meeting on the establishment of the learning center for sustainable development in agriculture based on the application of sufficiency economy philosophy, co-chaired by Mr. Vilaiphon Phommahachai, Director-General of the Department of Vocational Education, Lao PDR, in order to report on the learning center's implementation and further cooperation plan after formal handover.

The purpose of the learning center project is to develop the Integrated Vocational Education and Technical School Bokeo, into a learning hub for the local community on sustainable integrated agriculture based on the Sufficiency Economy Philosophy which the Northern Institute of Vocational Education in Agriculture and the Office of the Vocational Education Commission is the project implementer.
