On 29 April 2025, H.E. Mr. Chutintorn Gongsakdi, Secretary to the Minister of Foreign Affairs, attended the High-Level Conference of Middle-Income Countries (HLC-MICs) in Manila, the Philippines, on behalf of the Minister of Foreign Affairs. Also attendance were Mrs. Arunee Hiam, Deputy Director-General of Thailand International Cooperation Agency (TICA), representatives from the Department of International Economic Affairs, and NESDC.

The Deputy Director-General was invited to be a panelist on the topic of Strengthening Global / Regional South-South Cooperation. Addressing the panel, she highlighted the importance of setting up a development cooperation agency of Middle-Income Countries (MICs), engaging Development Partners (DPs) in fostering partnership for development, and Thailand’s active role in strengthening cooperation and forging strategic partnership through regional platforms.

 Also, upon an invitation from the Philippines’ Department of Foreign Affairs, the Deputy Director-General joined an informal dialogue among Emerging Development Partners (EDP) where repositioning of the EDPs’ role amidst the changing landscape was discussed.
