On 24th June 2024,Mr. Wattanawit Gajaseni, Director-General, Thailand International Cooperation Agency (TICA), met Mrs. Jolene Tan, Director-General, Technical Cooperation Directorate (TCD), Ministry of Foreign Affairs, Singapore, and discussed on the technical cooperation between TICA and TCD for preparation before the 14th Civil Service Exchange Programme (CSEP) meeting between Thailand and Singapore, held on 25th – 26th June 2024 at Shangri-La Hotel, Bangkok.  Both sides discussed on five issues as follows:

1. Review of the Third Country Training Programme (TCTP) previously agreed at the 13th CSEP meeting as well as the 2023 – 2024 TCTP Work Plan.

2. Topics such as air quality control, and Bio-Circular-Green (BCG) Economy Model, and Work Plan for the TCTP in the year 2025.

3. The 11th Technical Cooperation Meeting (TCM) between TICA and TCD which TICA will  host this meeting in Thailand this year.

4. The draft Joint Summary Record of the 14th CSEP meeting, regarding Technical Cooperation.

5. The possibility of using the Singapore Cooperation Center (SCC), where Singapore established in Thailand's neighboring countries, namely Cambodia, Lao PDR, Myanmar, and Vietnam, for jointly supporting training courses by dispatching the Thai experts to co-lecture at the SCC.

Ms. Chidchanok Malayawong, Director, Development Promotion and Coordination Division, officials from International Development Cooperation Planning and Evaluation Unit and the Human Resources Development Cooperation Division attended the said meeting as well.

The CSEP meeting was established in 1998 to be one of the important mechanisms in implementing bilateral cooperation between Thailand and Singapore.  Its objective is to be a platform to promote cooperation networks and exchange of experiences and good practices between Thai and Singaporean government agencies.  Both sides take turns to host the CSEP meeting, and in 2024, Thailand hosted the 14th CSEP meeting under theme “Embarking on a Green Partnership in a Digitalized Era”, aiming at promoting environmentally friendly operations in the digital era.  The 14th CSEP meeting format has been adjusted to a new format by dividing into 3 main pillars; (1) Partnership for Sustainability (2) Partnership for Economic Growth and Social Development and (3) Partnership for Human Empowerment and Public Service Development.  These 3 pillars focus on the use of green technology, digital tools and innovation to promote economic and social growth strengthening the capacity of the public and private sectors including promoting relationship and cooperation of two countries.  TICA is under Pillar 3 (Partnership to promote human resource potential and development of government agencies).
