On 10 February 2023, Mrs. Ureerat Chareontoh, Director-General of Thailand International Cooperation Agency (TICA), welcomed Mr. Ashoor Salem Ashoor Omran, Chargé d' Affaires a.i. of the Libyan Embassy to Thailand, upon his excellency’s request for a discussion regarding Thailand-Libya capacity building scholarship and human resource development, as well as seeking a possibility to sign Memorandum of Understanding (MOU) between TICA and Department of International Cooperation, Ministry of Foreign Affairs of Libya. Ms. Chidchanok Malayawong, Director of Human Resources Development Division and TICA staff also presented at the meeting.

The Chargé d' Affaires a.i. expressed Libyan needs for Thailand’s contribution to human resources development in crucial areas such as agriculture and information technology, in responding to Libya’s recovery from domestic political unrest situation.

The Director-General of TICA encouraged the Libyan side to prioritize and submit detailed training requests for TICA’s consideration. She also suggested partnership and cost-sharing type of bilateral cooperation as well as trilateral cooperation with a potential partner like Türkiye. By its geographical proximity to Libya, Thailand could co-host training courses in Türkiye for Libya.
