On 13 July 2026, Ms. Arunee Hiam, Deputy Director-General, Thailand International Cooperation Agency (TICA), delivered opening remarks for the Training Course on Analyzing the Global Strategic Situtation and Enhancing Diplomatic Negotiation Skills in an Era of Volatility, together with H.E. Mr. Sisavath Inphachanh, Ambassador of Lao PDR to Thailand, Associate Professor Dr. Supreedee Rittironk, Vice Rector for International Affairs and Assistant Professor Dr. Thanyaporn Soontornthum, Director of Thammasat Institute of Area Studies, Thammasat University.
The Thailand International Cooperation Agency (TICA), Ministry of Foreign Affairs, in collaboration with the Thammasat Institute of Area Studies (TIARA) at Thammasat University, organized this training course under the Thailand-Lao PDR 3-Year Technical Cooperation Framework for Human Resource Development (2026–2028). Scheduled from July 13 to 18, 2026, the program welcomes 15 personnel from the Ministry of Foreign Affairs of the Lao PDR. The primary objective is to enhance participants' capabilities in analyzing and forecasting regional and global strategic situations, mastering diplomatic negotiation techniques in both bilateral and multilateral frameworks, and utilizing international legal mechanisms to maintain national stability. Ultimately, this program will strengthen the Ministry's capacity to formulate timely policy recommendations, negotiation skill, and effectively elevate the image and role of the Lao PDR in the international forum.
