On 30 November 2020, Miss Pattarat Hongtong, Director-General of Thailand International Cooperation Agency (TICA) met with Mrs. Elisa Maria da Silva, Chargé d’ affaires, a.i. (CDA) , the Embassy of the Democratic Republic of Timor-Leste in Thailand. Ms. Vitina Chamikorn, Honorary Consul, the Consulate of Timor-Leste, Prachuap Khiri Khan, Ass.Prof.Dr. Rungpetch Sakulbumrungsil, PhD., Dean of Faculty of Pharmaceutical Sciences, Chulalongkorn University, also attended to meeting.
 
Both sides expressed their satisfaction over the technical and development cooperation between Thailand and Timor-Leste started in 2003. The development cooperation between the two countries has yielded fruitful results, in which Thailand and Timor-Leste are currently in the process of drafting the 5th Thailand – Timor-Leste Three Year Development Programme (2021-2023), encompassing five areas of cooperation namely, Agriculture and Fisheries, Education, Public Health, Tourism and Human Resource Development. Both sides took note of the progress of the draft negotiation as well as exchanged views and updated relevant information to accelerate conclusion of the said draft, and hopefully the draft will be discussed and agreed at the upcoming 4th
Consultation on Technical Cooperation between Timor-Leste and Thailand which may be convened before the beginning of 2021.
CDA da Silva and Ass.Prof.Dr. Rungpetch Sakulbumrungsil also briefed the meeting on current status of development in Pharmaceutical sector in Timor-Leste, which is of necessity for development of the country and currently at the initial phase. In this regard, the meeting widely discussed about the possible development cooperation between Thailand and Timor-Leste in close collaboration with the Faculty of Pharmaceutical Sciences, Chulalongkorn University, particularly in Human Resource Development and Capacity Building Sector, may it be in form of short-term training courses and scholarships for master degree programme.
DG Pattarat stressed the importance the Thai side attaches to cooperation between Thailand and Timor-Leste as well as reaffirmed Thailand’s continued support for development cooperation towards advancement of Timor-Leste and enhancement of livelihood of her people. CDA da Silva also took this opportunity to express appreciation to the Royal Thai Government for extending development cooperation especially in form of several Development Projects and Human Resource Development in various needed sectors.
