On 26 March 2025 at 10:00 hrs., Mr. Chulvat Narinthrangura, Director-General of the Thailand International Cooperation Agency (TICA) signed a Record of Discussions of the Third Country Training Programme (TCTP) titled “The ASEAN Inclusive Programme on Ambitious Climate Action Through International Market-Based Approaches” with Mr. Shunsuke SAKUDO, Chief Representative of the Japan International Cooperation Agency (JICA) Thailand Office, and Dr. Natarika Wayuparb Nitiphon, Deputy Executive Director, Acting Executive Director of the Thailand Greenhouse Gas Management Organization (TGO). The signing ceremony took place at the Climate Change International Technical and Training Center (CITC), TGO Headquarters, 9th Floor, Building B, Government Complex, Chaeng Watthana, Bangkok, with the attendance of officials from all three organizations.
This Record of Discussions signing marks the first collaboration between TICA, JICA and TGO in implementing a Third Country Training Programme (TCTP) under the Thailand–Japan technical cooperation. The programme will be implemented over three years, with one course conducted annually starting from 2025. It aims to strengthen knowledge and capacity in climate change management among officials and personnel from Thailand and ASEAN member states.
The programme also serves as a platform for sharing knowledge and exchanging experiences on climate policies and best practices, including the integration of market-based approaches for carbon credit trading in alignment with Article 6 of the Paris Agreement and the implementation of Nationally Determined Contributions (NDCs). These contributions support efforts toward achieving net-zero greenhouse gas emissions and fostering concrete, practical cooperation among ASEAN member states.
