On 10 November 2025, Lt. Sorawud Preededilok, Minister attached to Thailand International Cooperation Agency (TICA), attended the opening ceremony of the Third Country Training Programme (TCTP) on “Road Asset Management (Batch 2)” and delivered opening remarks to 15 participants from ASEAN and BIMSTEC member countries, including Bhutan, Lao PDR, Myanmar, the Philippines, Sri Lanka, Timor-Leste, Vietnam, and Thailand.

During the ceremony, all participants observed a minute of silence in remembrance of Her Majesty Queen Sirikit, The Queen Mother. In his remarks, Lt. Sorawud expressed his deep appreciation for Her Majesty’s lifelong devotion to the Thai people and cited her words:
“The act of helping the people is to enable them to help themselves.” This reflects the philosophy of sustainable development, emphasizing self-reliance and capacity-building. It also aligns with the objectives of the TCTP course, which aims to enhance participants’ knowledge and skills for application in national development, and supporting the program’s focus on exchanging experiences and best practices to strengthen road asset management effectively and sustainably.

Lt. Sorawud also expressed his gratitude to JICA and the Department of Highways for their joint efforts in organizing the course, and highlighted that mutual learning among participants is a key factor in fostering international cooperation, friendship, and understanding, while also contributing to the development of a strong and effective network of road management professionals across the region.
