The Thailand International Cooperation Agency (TICA), in collaboration with the Devawongse Varopakarn Institute of Foreign Affairs (DVIFA), Ministry of Foreign Affairs, organised the training course on the Advanced Diplomatic Capacity Building Programme for Officials from Lao PDR (ADCB): TOT (Training of Trainers) for English Teachers, held from 10–11 August 2026 at the Institute of Foreign Affairs (IFA), Ministry of Foreign Affairs of the Lao PDR in Vientiane The training was attended by 20 officials from Lao PDR government and academic institutions, including the Ministry of Foreign Affairs, the National University of Laos, national defense and public administration academies, and major public unions. The activity was conducted by the DVIFA expert. The programme is part of the Advanced Diplomatic Capacity Building Programme for Officials from Lao PDR (ADCB) under the third Thailand–Lao PDR Three-Year Development Cooperation Programme (2026–2028) for Human Resource Development.

The training focused on strengthening participants' practical skills in English language teaching, learner-centered facilitation, and instructional delivery.
