On 25–26 August 2025, Mrs. Arunee Hiam, Deputy Director-General of Thailand International Cooperation Agency (TICA), presided over the workshop on Three-Year International Human Resource Development Plan (2026–2028) for the Thailand International Postgraduate Programme (TIPP) and the Annual International Training Course (AITC).

The afore-mentioned workshop was honoured by the presence of distinguished experts, specialists, and professionals from both government and private sector agencies, who served as members of the committee to review proposed courses. In addition, more than 38 institutions, including academic institutions, civil society organizations, and relevant Thai agencies, presented proposals under seven themes as follows:

1. Agriculture and Food Security – 44 courses
2. Trade and Economy (including the promotion of the Bio-Circular-Green Economy Model for balanced and sustainable economic development) – 31 courses
3. Inclusive Development – 21 courses
4. Health and Wellness – 75 courses
5. Sufficiency Economy Philosophy (SEP) for SDGs (application of SEP to achieve the Sustainable Development Goals across various sectors) – 25 courses
6. Science, Technology, and Innovation (STI) for Development – 23 courses
7. Climate Resilience – 48 courses

The objective of the workshop was to review past implementation and to select courses for inclusion in the 4th Three-Year International Human Resource Development Plan (2026–2028). The plan aims to recalibrate activities to keep pace with global developments by linking human capital development with the 20-Year Foreign Affairs Masterplan, ASEAN Community Vision 2045, the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022–2026 with Thailand, and the concept of strengthening security in four dimensions: food security, health security, energy and environmental security, and job security. Furthermore, the Three-Year plan (2026–2028) is intended to support Development Diplomacy, Thailand’s Soft Power, scaling up the capacity and competitiveness of Thai academic institutions in international, and foster sustainable international cooperation networks.
