On 27 November 2025, Mr. Chulvat Narinthrangura, Director-General of the Thailand International Cooperation Agency (TICA), and Mr. Robert De Waha, Regional Representative of the Luxembourg Development Cooperation Agency (LuxDev) Asia Office, signed the Memorandum of Understanding (MoU) between TICA and LuxDev on Development Cooperation in Lao PDR at Reception Room 5, the Ministry of Foreign Affairs. The signing ceremony was witnessed by Mrs. Siriluck Niyom, Deputy Permanent Secretary of the Ministry of Foreign Affairs, and H.E. Mr. Patrick Hemmer, Ambassador of Luxembourg to Thailand.

Following the signing ceremony, the Director-General of TICA had discussions with the Ambassador of Luxembourg to Thailand. Both sides welcomed the significant progress and achievements of the trilateral projects in Public Health, and Technical and Vocational Education and Training (TVET) under the Letter of Understanding on Human Resource Development Cooperation for Lao PDR (2021–2025), which concludes its implementation this year. They also exchanged views on ways to further advance trilateral cooperation under a new MoU and agreed to convene an annual joint meeting between the two agencies to monitor progress. LuxDev will host the first meeting in June 2026 in Lao PDR, and arrange field visits to some project sites for the Thai side.

The new MoU builds on the achievements of the Letter of Understanding and expands the scope of collaboration to cover four priority areas, namely, Health and Nutrition, Vocational Skills Development, Local Development,  as well as Rule of Law, Access to Justice, and Good Governance. In addition, the new MoU will not be bound by a fixed implementation period.
