On 23 September 2025, Mr. Chulvat Narinthrangura, Director-General of Thailand International Cooperation Agency (TICA), along with Mrs. Pimwadee Sovaratanapong and Mrs. Arunee Hiam, Deputy Director-Generals, welcomed and held a meeting with Mr. Michael Ronning, Head of Regional Strategic Assistance, U.S. Embassy in Bangkok, at Meeting Room 4, TICA. The meeting was also attended by the Secretary of the Department and relevant Directors and officials from TICA and representatives from the Regional Strategic Assistance (RSA) Unit.

The United States announced the transition of its development cooperation functions from the U.S. Agency for International Development (USAID) to the Regional Strategic Assistance (RSA) Section under the U.S. Embassy in Bangkok. In its initial phase, RSA will focus on humanitarian assistance, public health, economic development, and the environment. The United States commended Thailand’s leading role in providing development assistance in the Mekong subregion and expressed hope that TICA will serve as a key partner in advancing partnership with the RSA under the new subregion-oriented approach. Both sides also discussed ways to continue Thailand–United States development cooperation, with the United States reaffirming its appreciation for Thailand’s leading role in this regard.

Director-General of TICA welcomed the Head of RSA and expressed appreciation for the resumption of the U.S. development cooperation in this new format. He also reaffirmed Thailand’s readiness to pursue trilateral cooperation with the United States under the TICA–USAID Strategic Partnership for Development Cooperation in Asia, which is in line with the new policy direction of the U.S. Government on burden sharing in areas of mutual expertise and shared interest.

Thailand International Cooperation Agency (TICA) and the U.S. Agency for International Development (USAID) signed the TICA–USAID Strategic Partnership for Development Cooperation in Asia on 10 August 2021, establishing a five-year framework for partnership in development cooperation between Thailand and the United States.
