On 23 November 2022, Mrs. Ureerat Chareontoh, Director-General of Thailand International Cooperation Agency (TICA), co-chaired the Consultation on Thailand - Bhutan Development Cooperation Programme 2023 - 2025 with Dasho Ugyen Tshewang, Commissioner of the Royal Civil Service Commission (RCSC) of Bhutan.
 
In her remarks, Mrs. Ureerat reaffirmed TICA’s continued support to the Bhutanese government to enhance human resource development and development projects through scholarships and trainings under the next Thailand Bhutan Development Cooperation Programme.
 
In his reply, Dasho Ugyen expressed his gratitude to Thailand and TICA for providing development assistance to Bhutan, including the Sustainable Community Development Model Based on the Application of SEP for OGOP Villages (OGOP Model II), Ear Nose Throat (ENT) Medical Service Development, and the Friends from Thailand (FFT) Programme. The knowledge gained has helped Bhutan to catch up with the rest of the world and contributed to Bhutan’s graduation from Least Developed Country (LDC).
 
Both sides agreed the next development cooperation programme, including the 22 on-going master’s degree awardees and short-term fellowships on a cost-sharing basis.
 
Dasho Ugyen also took the opportunity to visit Bhutanese awardees at Chulalongkorn University and Mahidol University (Siriraj Hospital) and attended a meeting with the representatives of the Office of the Civil Service Commission (OCSC) to exchange views and ways forward on human resource management for the civil service of Bhutan.
