Thailand International Cooperation Agency (TICA), in collaboration with the Japan International Cooperation Agency (JICA) and Kasetsart University, organized the opening ceremony of the Third Country Training Programme (TCTP) on Sustainable Community Development Programme Based on the Application of the Sufficiency Economy Philosophy (SEP) and SHEP under the framework of trilateral cooperation among Thailand, Japan, and the Lao PDR. The training was held at the National Agricultural Extension and Training Center, Kasetsart University, Kamphaeng Saen Campus, from 23 November to 9 December 2025.

A total of 18 participants from the Ministry of Agriculture and Environment, the Department of Vocational Education, and the Ministry of Education and Sports of the Lao PDR took part in the programme. The participants are responsible for learning centers for sustainable agricultural development based on the Sufficiency Economy Philosophy, which the Thai Government has cooperated with the Government of the Lao PDR to establish at six locations.

On 24 November 2025, Lt. Sorawut Preededikok, Minister attached to TICA, together with Mr. Jiro Aikawa, a SHEP expert, delivered welcoming remarks to the participants. The opening remarks was delivered by Asst. Prof. Dr. Potjamarn Poolmee, Assistant President for Education and Lifelong Learning, Kamphaeng Saen Campus, Kasetsart University.


The Sustainable Community Development Programme Based on the Application of SEP and SHEP aims to promote and disseminate accurate knowledge and understanding of the Sufficiency Economy Philosophy (SEP) and the SHEP approach more widely, as well as to develop learning models that can effectively integrate these concepts into practical application. In addition, the programme seeks to build and strengthen cooperation networks at both national and international levels.
