During 4–12 October 2025, Lt. Sorawud Preededilok, Senior Advisor to Thailand International Cooperation Agency (TICA), participated in a field evaluation of the course “Rice Production Technologies for Food Security and Sustainability of African Countries (CARD)” under the TICA–JICA Joint Evaluation for Third Country Training Program (TCTP) in the Republic of Mozambique.
This field visit was conducted in collaboration with officials from Japan International Cooperation Agency (JICA) and external project evaluation experts from International Development Center of Japan (IDCJ) to assess the efficiency and effectiveness of the training course organized in Thailand in 2023 by the Faculty of Agriculture, Kasetsart University, Kamphaeng Saen Campus.
The TICA–JICA team conducted interviews and collected in-depth information from three ex-trainees from the provinces of Nampula, Gaza, and Zambezia, as well as from their supervisors from relevant government agencies, including the National Directorate of Extension, the Chibuto District Economic Activities Service, and the District Service of Economic Activities of Maganja da Costa. The team also interviewed representatives from the Royal Thai Embassy in Maputo and the JICA Mozambique Office to reflect the perspectives of all stakeholders toward the project. Furthermore, the evaluation covered the alignment of the training curriculum with Mozambique’s national policies on food security promotion, the efficiency of program management and monitoring, and the sustainability of knowledge application in the field. The assessment was conducted in accordance with the standards of the OECD to highlight the success of Thailand–Japan cooperation in human resource development for developing countries in the African region.
